Winthrop Utilities District will be flushing fire hydrants the first two weeks of November. It is suggested that you do not draw water during this period. If the water is discolored in the afternoon, leave your faucet open for a few minutes and the water should clear up soon.

RE: Bowdoin Street Water Main and Mill Stream Crossing Project – STATUS UPDATE

Completion of the Bowdoin Street Water Main and Mill Stream Crossing Project, which was originally slated for September 30, has been delayed due to encountering areas of unexpectedly hard ledge.  The project will still be finished this fall.

The project involves installing a new water main along Bowdoin St. from the Summer Street intersection to the Green Street intersection and includes a new water crossing under the bed of the Mill Stream.

The Mill Stream crossing has been completed, and roughly 1,050 feet of main has been installed.  The remaining 200 feet from the American Legion to the Green St. intersection is currently being installed.  The new main from Summer St. intersection to Coady Lane has been tested and disinfected and installation of new service line connections along that section will commence September 28.

Delays have been experienced due to the issues with ledge near the American Legion.  Test borings were completed prior to project start, and ledge was expected and planned for.  However, some layers of ledge have proven to be harder than expected.  The project contractor, Ranger Construction, has suffered multiple equipment issues due to the wear and tear of breaking up the harder ledge with a hoe ram (blasting has not been considered due to scheduling issues and the site’s location in the village).  As a result, it has taken longer than expected to complete this section of the project.  Project completion is expected this fall, but a definitive completion date cannot be determined due to the possibility of further ledge issues.

Winthrop Utilities District is also working with Winthrop Public Works to facilitate the Town’s plans for paving in the Bowdoin Street area.

The Winthrop Utilities District appreciates the patience of those affected by the ongoing project, particularly residents of the immediate area that have been exposed to traffic delays and the constant loud ‘banging’ associated with breaking up ledge.

Winthrop Utilities District

Our History

The District was first incorporated in 1923 as the Winthrop Water District. It currently maintains approximately 1,080 service connections that bring drinking water and/or fire protection to approximately 2,700 people in Winthrop and 540 in Monmouth. The distribution system includes over 20.25 miles of distribution and transmission main and 102 public and 9 private hydrants. Water storage for fire protection and peak demand is provided by two tanks totaling 825,000 gallons in storage capacity. The approximate daily use is 260,000 gallons per day with a peak of 560,000 gallons per day. The District in 1993 began filtering raw water through a slow sand filtration treatment plant, disinfecting with chlorine and adding ammonia to form chloramines, next we add sodium hydroxide as a pH adjuster then Zinc orthophosphate for corrosion control. Fluoride is added to the finished water at the end of the process to help customers maintain dental health.

In 1958 the District began construction of the wastewater collection and treatment system. The District in 1969 installed a pipe called the “Trunkline” to Augusta to pump the wastewater from Monmouth, Winthrop, Manchester, and Hallowell to Augusta for treatment to protect the Lakes and Ponds in the area. In addition, the members of the Trunkline Group were given funds through EPA to upgrade the Augusta Treatment Plant thus helping all the communities involved. The Trunkline is managed by the group that uses the pipe the Monmouth Sanitary District, Winthrop Utilities District, Manchester Sanitary District, and Greater Augusta Utility District.

Maine Law Requires Anyone Using Power Tools to Penetrate the Ground (Including Homeowners) to First:

  1. Pre-mark the boundaries of the proposed area of excavation with white markings.
